Bradford City Council has appointed DTZ, part of UGL Services, a division of UGL Limited (ASX: UGL), and Arup to advise on the development of a Community Infrastructure Levy for the Bradford area.
The Community Infrastructure Levy (CIL) is a new mechanism for securing funding from development for local infrastructure projects. It is to be deployed through the planning process alongside other planning requirements such as affordable housing. All local authorities across England can implement CIL provided they have an up-to-date development plan and a charging schedule that has withstood an examination in public.
DTZ and Arup were appointed following a competitive tendering exercise in which they beat off competition from two other national property consultancies. The scope of the instruction is to review and update the Council’s infrastructure delivery plan, prepare viability evidence, make recommendations for the charges in the charging schedule and also advise on an infrastructure funding mechanism.
The consultant team is led by Stephen Miles of DTZ with support from Tom Bridges of Arup.
Stephen Miles of DTZ’s Development Consulting team said: “CIL represents an important tool for generating revenue for Bradford’s infrastructure needs and the work being commissioned will provide a vital evidence base to inform the Council’s decision on whether or not to implement CIL and if so, on what so. Bradford is a large and diverse area and CIL offers the opportunity to assist the delivery of the Council’s regeneration and growth agenda if implemented smartly.”
