Commenting on the publication of the Scottish Planning Review report, Stuart Winter, associate director in JLL’s planning & development division, said: “This review has a wealth of reforming ideas for the planning system as a whole but is almost silent on how such ideas can be delivered. The report may also have little clout as there is potential for the Scottish Government to ignore recommendations should they wish to do so.
“However, one matter that the review should be commended for focusing upon is on the importance of planning performance, resourcing and the importance of understanding development economics. These matters go hand in hand and are part of the journey to improving the delivery of infrastructure and housing, which the planning system urgently needs to improve upon.”
