New data has revealed that only 40 per cent of public and private sector construction projects nationally are delivered on time, but empa – the East Midlands Property Alliance – is bucking the trend for public sector clients in the region by completing 97 per cent of its projects to schedule.
The aim of empa, which was formed by local authorities in the East Midlands and is managed by Scape, is to improve the procurement and delivery of construction projects and property maintenance for public sector bodies – saving time and money for them and in turn for council taxpayers.
The national data was gathered by Glenigan, Constructing Excellence, CITB and the Department for Business, Innovation and Skills from an in-depth review of Key Performance Indicators. The data covers both public sector and private construction schemes over the last 12 months.
Alan Coole, head of empa, said: “Statistics for empa show that 97 per cent of its projects delivered on behalf of public sector organisations are completed on time. This demonstrates how the delivery of empa schemes is far more reliable than the national average.
“We have a team of nine framework partners who do an excellent job in completing construction and property maintenance schemes across the region through the empa frameworks.
“empa has dozens of public sector clients across the wider East Midlands and we can have up to 150 projects live on site at any one time.
“Schemes across the region which have been, or are currently being delivered through empa include a long-term programme of work to increase child school places in Nottinghamshire, increasing the number of affordable homes in Lincolnshire, creating a new skate park in Melton and a new fire service HQ in Shepshed,” Alan added
The sectors which empa delivers across include schools, FE colleges, universities, housing, NHS, care homes, leisure facilities, libraries and more.
empa operates across the wider East Midlands region covering city and county areas in Nottinghamshire, Derbyshire, Leicestershire, Rutland, Lincolnshire, Northamptonshire, Warwickshire and in Peterborough, Solihull, Coventry and Staffordshire Moorlands.
The range of empa framework contractors includes G F Tomlinson, Ashe Construction, Morgan Sindall, Wates, Lindum, Interserve, Clegg Construction, Robert Woodhead and Jeakins Weir which deliver projects across the wider region.
empa also has its own dedicated training academy which boosts skills and creates new jobs and apprenticeship opportunities.
Alan continued: “A national skills shortage within the construction sector has been blamed for the national picture, but this is something we are collectively addressing in the East Midlands through empa via our dedicated training academy.
