The South Wales branch of the Chartered Institute of Personal Development (CIPD), the professional body for HR and people development, comments on Vince Cable’s announcement of a 12-week consultation into zero-hour contracts.
Lesley Richards, chair of the CIPD South Wales, said:
“There are large numbers of flexible workers in Wales, and many employers currently rely on zero-hour contracts to fill positions in their business.
“When they are used for the right reasons, and workers are managed properly, these contracts provide a flexibility that works for both businesses and individuals, however, the current debate has seen them unfairly demonised.
“Recent research from the CIPD shows that the average zero-hour worker is just as satisfied with their job as any other employee and, as such, it is encouraging that Vince Cable has ruled out a complete ban by announcing a consultation on their use.
“The government’s focus should be to improve employers understanding on how to use zero-hour contracts properly in ways that enhance, not restrict, an employee’s capacity to earn a living.
“The CIPD has produced its own guidance for employers on how to use zero-hours contract fairly and effectively, but if this consultation process provides further guidance on best practice for employers, and additional protection for employees, then this would certainly be welcomed.”
