The Government is planning the biggest overhaul of the Business Rates system in more than two decades, with a proposed new appeal system called ‘Check, Challenge, Appeal’.
Andrew Hulbert, of Harris Lamb’s Rating team, said: “The Valuation Office Agency has spent considerable time and resources compiling the 2017 Rating List, which is due to be issued in its draft form on Friday 30th September. When the final list is implemented on 1st April 2017, it will form the base of ratepayer bills for the life of the list unless it is successfully challenged and reduced.
Current indications surrounding the proposed Check, Challenge and Appeal process suggest incorrect rateable values may not be amended for at least 18 months, with ratepayers expected to continue to pay the original rates liability until such time as any challenge to the rateable value is concluded, and adjustments or refunds issued where appropriate.
Andrew added “The proposed new appeal system is currently under a period of consultation, and early indications suggest it is likely to be even more confusing for the ratepayer. It will therefore be increasingly important for ratepayers to seek professional advice from a reputable Rating Practice to ensure they minimise their new rates charges.
Harris Lamb recently expanded its Rating team with the addition of a further Rating office in Nottingham, confirming its commitment to providing the best possible service to existing and new clients across the country as the 2017 List came into force.
